Enhance safety: By physically blocking the wheels, it reduces the risk of a vehicle rolling forward unintentionally (e.g., if the handbrake slips or on a slope), which could otherwise lead to collisions with pedestrians, walls, buildings, landscaping, shop fronts, or other parked cars.
